MINUTES OF THE SHAFTSBURY
SOLID WASTE TASK COMMITTEE
OCTOBER 19, 2004, COLE HALL, SHAFTSBURY, VERMONT
Present: Bill Pennebaker, Trevor Mance, Jim Mead, Andrew Knafel, Karen Mellinger,
Michael Biddy, Jim Serrao, and Mark Young
Absent Barry Mayer and Owen Beauchesne
Bill called the meeting to order at 7:05 p.m. In considering the minutes of
October 5 2004, Karen noted that Jim S. had advised her of a correction. Jim
pointed out that in the discussion concerning Section 3.1 (page one, last
paragraph of minutes) he recalled making a motion to resubmit Action 3 in its
entirety to the Planning Commission, with no changes. Trevor seconded the
motion, which failed in voting, with Jim S and Trevor supporting, the other
members opposed. Trevor then made a motion, seconded by Jim, to oppose the
change in section 3.1. Jim S. seconded the motion; the motion failed, with only
Jim S, Mark and Trevor supporting it. Following this discussion, Trevor made a
motion to accept the minutes of October 5, 2004 as corrected; Mark seconded the
motion and all were in favor.
New business: Bill provided the group with copies of his correspondence with
Representative Alice Miller regarding interpretation of the new statute language
in Title 24, Chapter 117. He also updated the committee on the recent Planning
Commission meeting which he and Karen had attended, providing the members with
language he had given to the PC which reflected discussions held by the SWC. He
then passed out copies of the draft language the Planning Commission is
considering warning as an amendment to the Town Plan.
Questions were raised as to the timeline for warning the public hearings to be
held by the Planning Commission and the Select Board. Karen agreed to check with
the Secretary of State’s office to try to get exact information, considering the
changes made to Title 24.
Old Business: As regards future direction of the SWC, Bill noted that Goal #6 in
the draft language calls for appointment of a permanent Solid Waste Committee.
This will, therefore, be the last meeting of the present SWC.
