APRIL 12, 2005 SITE VISIT OF TREVOR MANCE PROPERTY, SHAFTSBURY, VERMONT

David Mance prefaced his discussion by indicating the following three revisions to the plan being considered:
1. relocation of berm to enable truck circulation around existing building
2. installation of 10,000 gallon fuel tank
3. placement of camper trailer along North Road to be served by phone and power services that exist along North Road.
Mr. Mance led the group of people to various locations at the site, including the proposed location of the fuel tank, the two existing detention ponds and the proposed extension of the berm.
Issues raised included the following:
§ Of the 8-acre site, approximately 5.5 acres will be developed.
§ Concern about the potential for infiltration of fuel into the ground.
§ Concern about the small size of the lower detention pond. Selectboard member Karen Mellinger asked if the detention pond had been sized or reviewed by an engineer. Mr. Mance responded that it had not.
§ Concern about the integrity of the drainage channel below the lower detention pond. William Jakubowski reported that there are log cut offs in the ditch, which negatively impact the viability and capacity of the drainage channel.
§ Concern about lack of ground cover/seeding. Mr Jakubowski commented that in the two years of operation at the site, there should have been some effort at establishing ground cover.
§ Question regarding setback from the CVPS pole in the vicinity of the proposed relocation of the berm. Mr. Mance indicated that measures will be taken confine the berm’s limits of construction to a defined perimeter around the utility pole.
§ Questions about height and width of the berm. Mr. Mance responded that generally, the berm will be approximately 14 feet above the road and in the range of 4 feet to 6 feet wide at the top of the berm.
Since there is no change in zoning use, the zoning board of adjustment will not be involved in future discussions.
