MINUTES OF THE SHAFTSBURY PLANNING COMMISSION

February 8, 2005, COLE HALL, SHAFTSBURY, VERMONT

Members Present:  David Mance, William Jakubowski, and Mark Young

Others Present:  Tony Zazzaro, Zoning Administrator, Ed Colvin, Bill Penebaker, Peg (Caron) Pioworka

 

Mr. Jakubowski called the meeting to order at 7:32 p.m. 

 

Old Business

Mr. Jakubowski will not be able to attend the Planning Board meeting on February 9, 2005. He wanted to bring up his concerns regarding Application Number 04 6781, Brooks conditional use permit for production and sale of handmade tiles.  Mr. Jakubowski would like to note for the record that if he had to vote, he would not approve the conditional use permit. 

 

New Business

Friends of Stanley Tools Subdivision (Application Number 04 6729S)

Friends of Stanley Tools request a subdivision of property located on Route 67A.

David Mance would like the record to reflect that he has a conflict with this application.  However if he steps down there will not be quorum.  Unless there is an objection he will remain on the Board, but will not be voting. 

            Ed Colvin presented a sketch plan to the Board.  The subdivision will separate the old stone square shop from the four-acre facility that was build in 1972.  Theresa Gilman form the Department of Transportation came down to review the ingress and egress of the parking area at the east end of the building.  There will be the removal of a cement block building for the parking lot.  The Zoning Board has granted a variance for the side yards.

            The Planning Board is requesting a site plan for the next Planning meeting.  The site plan should included a buffer/screening along the boundary line to the east, handicap accessible entrance, lighting, dumpster receptacle, and septic location.

            Mark Young made a motion to set for subdivision and site plan meeting on March 8, 2005.  Mr. Mance seconded the motion.  All members were in favor.

 

Zoning Administrator’s Report

            The Johnston property with road frontage on White Creek Road and Route 67 is requesting a subdivision.  The parcel is 85 acres with the railroad running through a portion of the parcel.  The property will not need a subdivision if the entire parcel south of the railroad to Route 67 is being sold.

            Minutes are not available at this time.        

 

Other Business

            Mr. Jakubowski mentioned that the Planning and Zoning Board has to adopt Rules of Procedures and Rules of Ethic by September 2005. 

 

Adjournment

            Mr. Mance made a motion to adjourn at 8:05 p.m.  Mr. Young seconded the motion and all were in favor of adjourning.
