MINUTES OF THE SHAFTSBURY PLANNING COMMISSION
OCTOBER 28, 2003, COLE HALL, SHAFTSBURY, VERMONT
Board Present:
Andrew Knafel, Chairman, William Jakubowski, David Mance, Mark Young and Jim
Serrao.
Board Absent: Kevin Bubriski
Other’s Present: Anthony Zazzaro, Zoning Administrator and Cynthia
Hamilton
Call to Order: Mr. Knafel called this meeting to order at 7:33pm.
New Business:
Shaftsbury Conservation Commission: Mr. Knafel reported that he had
spoken with Edie Devins, who would be happy to come and discuss with the
Planning Commission the history of Shaftsbury’s Conservation Commission and help
with the future direction of one. Mr. Knafel reported that this Commission is
very active in other parts of the State. Mr. Knafel will investigate more
information and talk to other past members and will have information for the
November 17th, 2003 meeting of the Planning Commission.
Minutes: September 23rd, 2003: Mr. Mance made a motion to approve. Mr.
Serrao seconded. Motion carried 5-0-0.
October 14th, 2003: Mr. Mance made a motion to approve. Mr. Serrao
seconded. Motion carried 4-0-1(Jakubowski abstained).
Old Business:
Mr. Knafel reported
that Mr. Brent Peacock has received his Wastewater Permit [WW-8-0695], for a
five bedroom single family home conversion to a three bedroom single family
residence with a two chair, two operation hair salon on the same lot with an
additional one bedroom apartment. In addition, the State Permit incorporated an
office/workshop area previously approved. Discussion ensued with regards to the
details of the State wastewater permit, as they relate to the preliminary site
plan approval presented by Mr. Peacock at a previous meeting. It was decided to
send Mr. Peacock a letter, requesting a Final Plat Approval with a complete site
plan, noting that no alterations make take place to the building until this
final approval is in place, and Peacock’s evidence of a Permit from Labor and
Industry for this building as well.
New Business:
Mr. Jakubowski
reported that Peter Olney had expressed concern in regards to Commercial
alterations to buildings that appears to be occurring without the proper
permitting process from Labor and Industry. Discussion ensued with regards to
the importance of these permits in the approval process.
Zoning Administrator’s Report: Mr. Zazzaro reported that he’s working on
a new accounting system to ensure that all attorneys’ submit the required fee
for Bianchi searches.
Correspondence:
Vermont Downtown
Conference on 10/30/03: Mr. Knafel reported that Cinda Morse’s reservation
is available to anyone on the Planning Commission for attendance at this
seminar.
FEMA National Flood Insurance Program: Mr. Mance will complete this
within the 45 day timeframe.
Vermont Land Conservation Conference on November 1st, 2003 in Northfield.
Zoning and Land Use in Vermont on November 13th, 2003 in South Burlington,
hosted by the Vermont League of Cities and Towns.
Municipal Officer’s Management Seminar on November 5th, 2003: Mr. Zazzaro
and Mr. Jakubowski will be attending this seminar.
Upcoming Meeting Dates: November 3rd, 2003, 7:30pm: Shaftsbury Planning
Commission Hearing for Town Plan
November 17th, 2003, 7:00pm: Shaftsbury Selectboard’s first hearing on Town Plan
November 18th, 2003, 7:30pm: Shaftsbury Planning Commission Regular Meeting
(change of date due to Veteran’s day and Town Plan hearing, etc.
The change of the regular schedule will be advertised in the Bennington Banner
for clarification to residents in Shaftsbury.
With no further business before the Commission, Mr. Jakubowski made a motion to
adjourn at 8:15pm. Mr. Mance seconded. Motion carried 5-0-0.
