MINUTES OF THE SHAFTSBURY PLANNING COMMISSION
JULY 8, 2003, COLE HALL, SHAFTSBURY, VERMONT
Board Present:
Andrew Knafel, Chairman, William Jakubowski, David Mance, Mark Young and Jim
Serrao.
Board Absent: Kevin Bubriski
Other’s Present: Anthony Zazzaro, Zoning Administrator, and Cynthia
Hamilton
Mr. Knafel called the meeting to order at 7:30pm.
Mr. David Mance and Mr. Andrew Knafel recused themselves from the Commission at
this time.
Application #02-6232 Arthur and Audrey Jones, Final Plat Review:
Mr. Mance presented this two lot subdivision located on Dexter Road, detailing
access to all lots, location of the railroad system, and noted that the septic
system for lot 1 has been approved by the State of Vermont; adequate for a three
bedroom house with a F1 filtration system, and noted that lot 2 will be used for
agricultural purposes. With this discussion, Mr. Young made a motion to close
said hearing. Mr. Serrao seconded this motion. Motion carried 3-0-0.
Mr. Young made a motion to approve this subdivision application with the
following requirements:
That the State Permit # be affixed to the final plat prior to filing.
Mr. Serrao seconded this motion. Motion carried 3-0-0.
At this time, Mr. Knafel rejoined the Commission.
Wasco Application: Mr. Mance presented this application, in that this
subdivision was previously approved in 2000. Currently, a potential buyer of lot
1 of this subdivision has expressed interest in obtaining more acreage than is
currently available under the current subdivision. Therefore, this application
is to increase the size of lot 1 from 3.2 acres to 4.0 acres, and reduce the
size of lot 2 by the same. Mr. Mance detailed that this is a minor subdivision,
that the State has approved the changes to Lot 1, but that a perc test must be
done and the GPS Coordinates must be shown on the plat.
With this discussion, Mr. Jakubowski made a motion to warn this for a public
hearing on August 12th, 2003. Mr. Serrao seconded this motion. Motion carried
4-0-0.
Mr. Mance rejoined the Commission at this time.
Minutes:
May 27th 2003: Mr. Mance made a motion to approve as presented. Mr.
Jakubowski seconded this motion. Motion carried 4-0-1.
June 24th, 2003: Mr. Mance made a motion to approve as presented. Mr.
Serrao seconded this motion. Motion carried 3-0-2.
Zoning Administrator’s Report:
Mr. Zazzaro reported that he’s issues some violations in regards to unregistered
vehicles, and updated the Commission on an unauthorized curb cut on Cross Hill
Road. Mr. Zazzaro reviewed with the Commission the process for a small
subdivision application in an RR40 zone, whereas the second residence is for a
relative. The Commission explained that this application will need to be heard
in front of the Planning Commission, and will require a State Permit for the
septic system.
Update on William E. Dailey, Inc.: Mr. Zazzaro has been unable to connect
with Bill Dailey to confirm Dailey’s burying cement and dredging their pond. Mr.
Zazzaro will attempt to have some information ready for the next Planning
Commission meeting.
Other Business:
Mr. Jakubowski questioned the permit for an apparent sawmill operation located
across from the entrance to the landfill. Mr. Zazzaro will talk to the landowner
and report back to the Board.
VLCT Grant Opportunity: The Shaftsbury Planning Commission will forward
this application to Dennis McCarthy to process as a request for $15,000 to
assist with the Town Plan and Economic Development Committee Report, and to
incorporate a feasibility study for a sewer system in Shaftsbury. This grant
money will also be used for copy costs, postage, warnings, etc. The deadline for
this application is September 01st, 2003.
With no further business before the Commission, Mr. Jakubowski made a motion to
adjourn at 8:23pm. Mr. Mance seconded this motion. Motion carried 5-0-0.
